Violence at STIP Jakarta, Ministry of Transportation Forms Internal Investigation Team

The agency regrets the occurrence of violence within educational institutions under the auspices of the Ministry of Transportation. An internal team has been formed to investigate this incident.

As is known, Putu Satria Ananta Rustika (19), a student at STIP Jakarta, died after being assaulted by his senior in the school toilet on Friday (3/5/2024). He was hit by a senior because he was wearing sportswear when he entered class. This was considered the fault of his seniors, who then took action against Putu, who was a junior cadet.

Adita stated that BPSDMP has requested STIP Jakarta to take quick steps to investigate and hand over this case to the North Jakarta Police Resort (Polres). The Ministry of Transportation and BPSDMP also expressed their condolences over the death of Putu. Both parties emphasized the cooperative role of the campus in the ongoing investigation. The hope is that the handling of this violence case can be processed in accordance with applicable laws.

Regarding the suspected cadet perpetrator, Adita continued, BPSDMP has removed his status as a cadet so as not to interfere with the ongoing legal process. He also requested that the campuses at all levels cooperate with the police investigation process.

The Ministry of Transportation, through the Head of the Transportation HRD Agency, has instructed all campuses under its authority to increase strict monitoring of all cadet activities. This also applies to all development activities, both in terms of education and the improvement of moral values for cadets in all higher education institutions under the Ministry of Transportation.

"(This effort) is to prevent similar incidents from recurring in the future, in accordance with parenting regulations," said Adita.

Acting Head of BPSDMP, Subagiyo, stated that they are following up on this case of violence by forming an internal investigation team. This team is responsible for evaluating the case of violence that occurred and linking it to the parenting patterns. The results of the evaluation on the elements of STIP campus will also be applied to other schools under the auspices of BPSDMP so that this violent action will not be repeated.

To support the investigation process by the North Jakarta Police while also ensuring the continuity of teaching and learning activities, STIP has implemented a hybrid learning system. This system is applied on a per-semester level alternately each week.

Subagiyo stated that their party has increased the number of caregiver or supervisor personnel placed in the education sector area, including classroom and boundary areas, staircase and hallway access, as well as toilets.

The role of academic advisors and officers in guiding and providing special time for cadets in their daily lives will be optimized. This applies to all activities, both academic and non-academic. Communication between mentors and parents or guardians of cadets will also be established.

The evaluation results on the elements of the STIP campus will also be applied to other schools under the auspices of the BPSDMP so that this act of violence will not be repeated.

Subagiyo stated that his party was trying to ensure the safety of cadets by reducing the risk of acts of violence. BPSDMP also added monitoring cameras(CCTV) in blind spots on each campus. Activities that pose a risk of causing violence are also eliminated. The role of cadet caregivers and the active involvement of stakeholders are increased, especially those related to the character formation process, such as alumni ties and seafaring professional associations.

Must be cooperative

Subagiyo stated that BPSDMP has fully entrusted the handling of this case to the North Jakarta Police. The North Jakarta STIP needs to be cooperative, open, and transparent regarding the ongoing examination process. At the same time, the process of teaching and learning activities and STIP Jakarta services still need to continue.

To date, the police have asked for information from 36 cadets and two medical teams.

BPSDMP will also oversee and accommodate the family in carrying out a series of events for the deceased until the final resting place.

North Jakarta Metro Police Chief Commissioner Gidion Arif Setyawan stated that his team has examined witnesses and CCTV footage, as well as conducted 24-hour in-depth investigation since the report was filed by the victim's family. The police have named one suspect, TRS (21).

"TRS cadet STIP Cilincing level 2 (second year), victim Putu Level 1. The sole perpetrator who carried out this action," said Gidion. Autopsy results showed that the victim had injuries and bleeding on the chest or around the solar plexus, as well as abrasions on the mouth.

Gidion encourages anyone, especially junior cadets, to report if they have experienced an act of violence.

As a result of his actions, TRS was punished by Article 338 of the Criminal Code (KUHP) juncto subsidiary Article 351 Paragraph 3 of the Criminal Code with the threat of a sentence of 15 years in prison. Meanwhile, other seniors who participated in the abuse became the school's responsibility for discipline (Kompas.id, 5/5/2024).

Value based

The violence that continues to occur in Indonesian educational institutions shows that there are classic problems that have not been resolved until now.

Education observer, Asep Sapaat, said that value-based education should also be the main benchmark for educational success. Students need to understand how to be responsible citizens, understand their rights and obligations. "The smarter and more powerful a person is, the more they can provide benefits to the people around them," said Asep.

The culture of violence in the education world needs to be viewed from the perspective of educational institutions. This reflects the commitment of the highest leadership of the educational institution towards what is believed and realized about violence. The potential for violence should be detected early starting from bullying that occurs, even from simple verbal things. The consequences of this action must also be enforced, not just a mere symbol. Faculty member of the Psychology Department at Pancasila University in Jakarta, Putri Langka assessed that this case opens up the perspective on the importance of reviewing the entire education system and curriculum. Evaluation of fundamental aspects such as educational goals is necessary.

"I believe that not everything is a problem and there are already some good practices in place. However, we cannot deny the fact that often we do not have supervision throughout daily implementation and activities during unofficial hours. It is precisely in those areas that there is a risk of abuse of power," he said.

According to Putri, young adults aged between 18 to 22 years old still have limitations in making considerations, decision-making, and risk calculation due to lack of knowledge and experience. Finding identity, including seeking recognition, is also done at this age.

"It is important to educate them on the philosophy or considerations that underlie a decision," said Putri.

Unlike coaches who have knowledge and experience to estimate what penalties can still be served, children are still learning, so they only imitate their behavior. They do not calculate the consequences of their actions.

In addition, the boarding school education system creates an exclusive environment, where the evaluation of right and wrong is greatly influenced by seniors. As a result, students need to be given basic knowledge of responsibility when becoming seniors, managing emotions, and tolerance.
